Zeynep ARAT

Arat, graduated from Ankara University, Political Science Faculty, Finance and Economy section in 1965. She had her MA degree from Vanderbilt University in USA.She became a civil servant for the SPO in 1966. She worked for Housing, Rural Development, Social Security, Environment Sections as Planning Expert. She worked as the Head of ‘Priority Development Areas’ and  ‘Social Planning Department’ of SPO.

She performed the position of Acting General Directorate of Environment General Directorate of State Ministry in 1989; Deputy Under Secretary in 1992-1993 and Under Secretary in 1997 August- December of the Ministry of Environment.

She is working free-lance mostly for environment projects. She participated in World Bank’s “Solid Waste Management Project in Turkey”, UNDP “2002-UPAV.2010 Southern Anatolian Development Plan Revision” Project, Turkish Environment Foundation’s Education Projects.

She lectured for METU-Urban and Regional Department on ‘Environment and Planning Policies’ between 1995-2000.

She is a member of  “Board of Directors”  and “Founding Member” of National Policy Research  Foundation.(NPRF)

A. Hamit CEMİLOĞLU

Mr. Cemiloğlu is graduated from the Faculty of Law (Ankara), and holds a MA degree in International Economical Relations from the Institut Internationele d’Administration Publique in Paris. He also received further training in Management and Improvement of State Enterprises at OECD, Paris.

He held various positions in civil service between 1983 and 1996, and served as specialist, assistant specialist, branch manager and general manager at Economic Planning, Social Planning, Co-ordination and Foreign Investment departments of State Planning Organization, General Manager of Imports at Undersecretary of Treasury and Foreign Trade, Economy and Trade Head Consultant at Turkish Embassy for European Economic Union in Brussels, Deputy Undersecretary of Treasury and Foreign Trade and Undersecretary of Ministry of Transportation.

He also served as a Member of Executive Board of Tariş, Testaş, T. Şeker Plants, Etibank and Banque du Bosphore (Paris), and Chairman of Ray Insurance, Vakıf Deniz Leasing, and Vakıf Investment.

Cemiloğlu is currently the Vice Chairman of TCI Consultancy Inc. He is also a lawyer and has many publications about foreign investment, transportation politics, foreign trade and importation politics, improvement of development and public administration.

Prof. Dr. Sahir ÇÖRTOĞLU

Çörtoğlu graduated from Faculty of Law of Istanbul University in 1966. After participating the PhD courtships in Neuchatel Faculty of Law in Sweden, he worked as Civil Law assistant in Economics and Administrative Sciences in Ankara. He made researches on his PhD thesis in Köln University, Germany. In 1980 he received PhD degree in Private Law in the faculty of Ankara University. He became Assistant Professor in 1982. He made researches related with his thesis in Neuchatel Faculty of Law then in 1987 received an Associate Professor Degree in Civil Law. In 1988 appointed as 1. Legal Advisor in the Prime Ministry, General Directory Of Environment. He was also a member of İSKİ Science Committee between 1989-1992. In 1991 he worked as Tübitak President Law Counselor. Between 1992-1993 he was a member of Ministry of Environment “Environment Act Project Commission”. In 1991 appointed as Law Counselor in Technical Development Fondation of Turkey.

He is one of the founding members of the Technology Development Foundation of Turkey (TTGV).  He is still working as General Secretary of Technical Development Foundation of Turkey.

Mehmet DAŞER

Daşer graduated from the Faculty of Language, History and Geography from University of Ankara in 1973. He started his career in 1969 at the State Statistical Institute (SIS) and worked as Assistant Manager at the Department of Sampling and Industry. He graduated from SIS Education School in which he participated during 1973-1974, and obtained the degree of “statistician”. In 1983, he began his career at “Dünya”, a leading daily newspaper for economic and political affairs, as Research Section Chief. He had worked at Dünya until 2002. Currently, he has worked at the Sectoral Competition & Consumer Rights Department of Energy Market Regulatory Authority, as an expert.

Dr. Yavuz EGE

Ege is an economist by profession. He is a graduate of the Faculty of Political Sciences of the University of Ankara. He obtained his MA and PhD, both in economics, from the University of Kent at Canterbury, UK. He worked as a civil servant for around thirty years until he left the Government in 1999, when he was the Undersecretary for Foreign Trade. Previously, he worked in the State Planning Organization for many years, as a senior economist, the Head of Annual Programmes and Finance Section, the General Director of Economic Planning Department and the Deputy Undersecretary. He also served as board member and president of various Government bodies. Dr. Ege taught economic policy and planning and monetary economics in several universities. He is a member of several associations and foundations.

Prof. Dr. Müslim EKNİ

Dr. Ekni has been teaching at the Department of Statistics of Gazi University since 1980. He received his BSc in Mathematics, MSc and PhD in Statistics from the University of Ankara, University of Connecticut and Gazi University, respectively. His main areas of study are in the field of statistical theory and linear models. He is also currently the Head of the Risk Analysis Section of the Department.

Professor Ekni participated in several national and international level surveys as an advisors. He also worked for the State Institute of Statistics as Statistics Expert and as a Director at the computer center.

YÜCEL ERGÜN

Ergün graduated from the Department of Finance and Economics of the faculty of political sciences at the University of Ankara in 1959.

After graduation, she joined the Ministry of Finance as tax inspector. She has worked in several departments of the same ministry and served as the head of the Research and Planning Department. At present, she has been working as consultant of the Ministry of Finance.

Ergün lectured on Accounting and Production Management at the School of Justice of the Faculty of Law and at Hacettepe University. Mrs. Ergün is a member of several associations and foundations.

Ergün has written one book on the government purchase subvention on agricultural products and published many articles on the topics covering income distribution, public expenditures, tax burden, income tax rates and employment.

Duygu EROĞLU

She graduated from the Faculty of Law, Ankara University. After graduation, Eroğlu completed her barrister internship. Then, she began to work in Etibank. She worked in various positions in the headquarters of this state enterprise for many years. Later, she worked in the State Planning Organization as an expert on legal affairs and then as the Head of Legal Provisions and Institutional Arrangements. She was the legal advisor to the Undersecretary of Treasury, when she passed away in February 2003.

Taylan ERTEN

He is one of the senior journalists in the media of economics. He has gained his BA   degree from the department of business administration at Istanbul Economics and Administrative Sciences Academy; Galatasaray High Economics and Trade School. He began his career as a journalist at Yenigün Newspaper in 1967. He worked at Politika, Aydınlık and Yeni Asır newspapers. He has also worked at several governmental positions.  Since 1981, he has continued his career in the field of economics as journalist. Erten still continues his career as the Author and Coordinator in Ankara of DÜNYA Group of Companies, which is a leading newspaper in the fields of economics and politics. He was the president of the Association of Economy Reporters, for two periods, of which he is also the founder.

MUZAFFER GEÇTOĞAN

Geçtoğan is a journalist working on economic affairs. He has studied economics and received his BA from the Ankara Academy of Economic and Commercial Sciences. In 1971 he started his career as a journalist in Milliyet, a political daily newspaper. He served as News Manager, Chief, Editor in Chief, and Deputy Representative in various economic and political news agencies. He has worked for many years for the Anatolian Agency which is one of the oldest Turkish news agencies. He worked as the news director of Radio Anadolu which is an affiliated broadcasting company of the Anatolian Agency.

Sakir KARPAT

Karpat is a graduate of the Faculty of Architecture, Middle East Technical University. He has a M.S. Degree in Business Administration. He has worked as Department Head in the Foreign Investment Directorate and in the Defense Industry Undersecretariat. He has three years experience as a General Manager of a company active in the tourism sector.

Later on, he became Deputy Secretary General of the State Planning Organization and an Assistant General Manager of Turkish Electricity Authority (TEK).

In the meantime, he is serving as the Government Relations Manager of Philip Morris SA.

Kemal KILIÇDAROĞLU

Kılıçdaroğlu graduated from the Ankara Academy of Economics and Commercial Sciences in 1971. Then, he joined the Ministry of Finance as an Assistant Tax Inspector. He served as Tax Inspector and Senior Tax Inspector. In 1982-1983 he examined a variety of financial issues in France. He also served as the head of Department and Assistant General Manager in Inland Revenue. He was appointed as General Manager of Bağkur in 1991. Presently he is working as Chief Executive Officer and General Manager of the Social Insurance Institution (SSK).

Naci NACAR

Nacar, has graduated from the University of Ankara, Faculty of Political Sciences in 1963. He has participated in a special training program regarding the agricultural economics at the University of Texas in 1971, for one year. He has been specialized in the field of banking and management. Since 1963, he has served at various institutions with various titles such as at T.C. Ziraat Bank as Internal Auditor and Branch Manager; Istanbul Bank as Regional Manager; the Development Bank of Turkey as Department Head; Eximbank of Turkey as Deputy General Director; Turkish Fertilizer Company as General Director; Prime Ministry as Adviser and Turkish Petroleum Pipeline Company as Deputy General Director.

Nacar gave lectures on finance and banking at Gazi University between the years, 1978 and 1988.

He has also directed special studies for the Prime Ministry on potential oil and gas pipeline projects from Central Asian Countries while he was working as the Consultant of Minister of State, Mr. Işın Çelebi.  

He is currently working at the Technology Development Foundation of Turkey (TTGV) as a Financial Adviser and participating in the management of the companies that are founded by the so called research and development foundation.

Hüsamettin NEBİOĞLU

He was born in Giresun on 2 January 1949. After he had been graduated from Vocational School of Meteorology in 1968, he started his career at Turkish State Meteorological Service as civil servant. He worked for Ministry of Foreign Affairs between the years 1974-1976. In 1975, he was graduated from the High School of Financial Sciences and Accounting at Ankara Academy of Economics and Commercial Sciences (AITIA). He started his professional career at Undersecretary of State Planning Organisation as assistant expert. He worked at several positions as assistant expert, expert, head of the department and counsellor in State Planning Organization between the years 1977-1998. He was appointed as Deputy Director-General at Undersecretary of Foreign Trade in 1998 and he is still working at the same post. He is married, with two children.

Prof. Dr. Hüseyin Gazi ÖZHAN

Professor Özhan  received his Ph D degree in Economics (1987) from the Faculty of Political Sciences, the University of Ankara, and his M. Soc. Sc.  degree in National Economic Planning (1979) from the University of Birmingham, (England). He began his professional career in the Ministry of Finance. Afterwards, he joined the State Planning Organization and served there for the next thirteen years. Since 1985, he has been teaching at the Faculty of Political Sciences, the University of Ankara. In 1997 he was promoted to be the full professor in the same university. He also served as a consultant to the State Planning Organization in macroeconomic modeling and as the head of Input-Output Division in the State Institute Statistics. Dr. Özhan spent two years from 1997 to 1999 in the Department of Economics in the Eastern Mediterranean as adjunct Professor.

Professor Özhan was the dean of the Faculty of Economics and Administrative Sciences, of Cumhuriyet University (Sivas), for about eight months in 2002.

Professor Özhan has published some books and journal articles concerning linear programming, economic planning and econometric modeling.

Vecdi SEVİĞ

Founding partner of Anses İletişim ve Tanıtım Tic. Ltd. Şti. and Anses News Agency. After graduating from School of Political Science of Ankara University, he worked as an assistant specialist in Finance Policy Department of the Ministry of Finance where he became a specialist.  In 1975, he started his journalism career by joining Yankı, weekly political magazine. He worked for Anka News Agency as a specialist in economic affairs between 1977-1978. He was appointed as General Manager of Yurtas, state owned company in the food sector.  He established the Ankara office of Dünya, leading daily on economics and became the Ankara representative for this newspaper until 1984 when he joined Anadolu News Agency and established Economic News Department becoming its manager.  He served as General News Manager in the same agency until 1989.  He later became Ankara News Manager for Cumhuriyet, a political daily and continued with the job until 1991. He is a founding member of Economy Journalists Association, management board member of Turkey–European Union Association, deputy chairman at management of Protection of Citizen’s Taxes Association, honorary board member of Mülkiye Sports Club, Vice president of Yenişehir Sports Club, management board member of National Policy Research Foundation, higher consulting council member of Mülkiyeliler Union. He is still the partner of the two companies and is the General Director of Anses News Agency.

Selami ŞENGÜL

Şengül graduated from the University of Ankara, the Faculty of Political Sciences, where he studied Economics and Finance. He worked for the Ministry of Finance as a tax inspector and in the Capital Market Board as an auditor.

He took courses on the securities market and regulations at the University of Pennsylvania, Wharton School, Accounting and Finance Department. He did job training at Arthur Andersen in New York. Further he participated in a program that was related to Investor Behaviors and Protections on the London Stock Exchange. Şengül lectured on banking and accounting, tax and securities market.

Şengül published many articles on topics such as taxation, stock exchange, securities regulations and privatization.

At present, he is a certified public account and also he writes for a newspaper.

DR. Özhan ÜZÜMCÜOĞLU

Born in Ankara, in 1955. Graduated from TED Ankara College (high school) in 1973. Received Bachelor's degree in Economics and Finance from Faculty of Political Sciences, Ankara University in 1977; and Master's degree in Economics in 1981 from the same Faculty. Studied on monetary and financial economics in Birmingham University, England during 1987-1990 and received a PhD degree in Economics in 1991.

Joined State Planning Organization (SPO) as an assistant expert following a competitive examination. Promoted as a Planning Expert in SPO by preparing  thesis. Till 1994, worked on different fields with different responsibilities in SPO.

 In 1994, appointed as the economic adviser of the President of the Republic. After serving as an adviser on macroeconomic issues in President's Office till 1998, he was appointed as the General Director of Economic Research in the Turkish Treasury. While serving in the same post, he has been a member of the executive board of the State Airport Authority since November 2000. Lectured in monetary and financial economics both in graduate and postgraduate level in Faculty of Political Sciences (Ankara University), Middle East Technical University (METU) and Bilkent University. Published two books and several articles. Has a good knowledge of English and French. Married with two children.
