Objectives

Turkish energy sector has been going through a transformation process in recent years. This is partly an attempt to adapt to the EU acquis in energy policy. Within this context two issues have been especially identified: First of all, important steps have been taken concerning energy market liberalisation and deregulation, especially in electricity and natural gas. Secondly, as part of attempts to regulate and oversee this process, a new institutional framework was created. Thus the establishment of the Energy Market Regulatory Authority further hastened the attempts for the transformation of Turkey’s energy policy. These developments are very much in line with the developments in energy policy of the EU.

 

In addition to the issues of regulation and deregulation, Turkish energy policy faces similar challenges with the EU member countries such as security of supply, environmental concerns, diversification of energy sources, R&D facilities and effective competition. Finally, Turkey especially needs more studies in energy modelling in helping to develop its long-term energy planning.

 

The principal objective of the National Policy Research Foundation (NPRF) is to assist politicians and decision-makers in achieving a smooth transition of economic and social structure of the Turkish society into a full fledged free market economy similar to those witnessed in Western societies by providing and/or mobilizing resources for basic studies and training in this direction. Thus the objectives of the Foundation are completely consistent with the objectives of the Bridges of Knowledge Programme. Considering the current significance of the energy issue for Turkey, the Foundation decided to concentrate its efforts in the coming year on the adaptation of Turkey’s energy policy to the acquis communautaire.

 

The proposed project aims to contribute to the debate on Turkish energy policy and its adaptation to the EU policy and to increase awareness on these issues by organizing several activities such as conferences/workshops, publications, internet display. Through such activities, the Foundation hopes to create an interactive communication process between the target groups in Turkey and experts from the EU member states and candidate countries.
